और मार्क्सवादी कम्युनिस्ट पार्टी के प्रकाश करात के साथ जंतर मंतर पर केंद्र की सरकार को संमर्थन 
का बयान देकर दिखावी धरने पर बैठे तो वही प्रकाश करात ने समाज वादी मुखिया मुलायम को संसद के अन्दर और बाहर 
अगुवाई करने का आवाहन किया है .........इससे इतर उत्तर प्रदेश के मुख्य मंत्री अखिलेश यादव ने बहुजन समाज पार्टी के 
पूर्व बाहुबली , बाईस विभागों के  कैबनेट मंत्री और लोकायुक्त की जाच में दोसी पाए गए नासिमुदीन सिद्दकी की सी.बी.आई./
प्रवर्तन निदेशालय से जाच न करवाते हुये महज खानापूर्ति में सी.बी.सीआई.दी - सतर्कता आयोग से जाच के आदेश दिए है ....
क्या इसको समाज वादी और बहुजन समाज पार्टी के भीच की मांडवली / अनुबंध माना जाये या फिर केंद्र सरकार के मातहत बने ये दोनों 
दल अपने ऊपर लगे पूर्व गंभीर भ्रस्टाचार के आरोपों से बाचने और खुद एक दूसरे को बचने का फलसफा तैयार कर खेल कर रहे है .......देश के साथ और

State government, Lokayukta issued a notice to Nasimuddin's son Afzal Siddiqui

Following recommending for CBI inquiry against Nasimuddin Siddiqui, the minister holding over dozen departments in state government, Lokayukta on Thursday issued a notice to Nasimuddin's son Afzal Siddiqui who owns a modern slaughter house in Amroha.
The fresh notice has been issued in another case lodged by Ashish Sagar Dixit, a resident of Banda, who had charged minister's son for forcibly occupying lands in Amroha and investing his father's ill gotten money in to his business of exporting frozen food products.

The Lokyukta in the notice has sought Afzal Siddiqui's version on the source of money through which slaughter house was set up and how he was occupying lands exceeding than he had purchased. According to sources at Lokayukta office, during inquiry it was found that Afzal Siddiqui had purchased 2.827 hectare land in Amroha to set up AQ Frozen Foods Private Limited but on spot he was occupying 4.289 hectare land within premises of the slaughter house. The Lokayukta has
given him one week time to file the reply.
Another point on which the Lokaytukta has sought his reply is the source of money through which the land in Amroha was purchased.
The complainant, Dixit also has accused Nasimuddin Siddiqui for allocating the stone mining leases in Banda to his family members and relatives which have caused environmental hazard in the region along with causing problems to local residents.
With the complaint he have filed 19 affidavits of the villagers from Banda  whose houses were on verge of collapse due to illegal, rampant mining by minister's relatives. The sources at the Lokayukta office said, currently the affidavits given by the villagers were being verified.

In February also the Lokayukta had recommended to state government a CBI or ED probe against Siddiqui, a former BSP minister, and his wife and BSP MLC Husna Siddiqui for having disproportionate assets in Lucknow and Barabanki.
"The complaint of Ashish Sagar Dixit against Siddiqui and his son Afzal Siddiqui of having disproportionate assets in Banda district has been found true after which I have recommended to the state government for a probe by CBI or ED," Justice (retired) NK Mehrotra said.
He said that during course of inquiry it was found that six more companies were being run in the name of former minister`s son Afzal.
There were two separate complaints against Siddiqui and his family and Afzal was co-accused in both of them. The complaint against Siddiqui was lodged by Jagdish Narain Shukla, who had accused the minister and his wife of owning benami properties.
The BSP had to suffer defeat in Uttar Pradesh Assembly elections as several BSP candidates were found indulged in corrupt practices and land scams.

Lokayukta NK Mehrotra, who is looking into complaints of disproportionate assets, nazul land grabbing and illegal allotment of mining contracts against BSP strongman Naseemuddin Siddiqui, on Friday recommended a CBI and ED probe into the charges. “I have sent my report recommending a 
probe by CBI and Enforcement Directorate (ED) against Siddiqui to chief minister Akhilesh Yadav,” said the lokayukta while talking to HT on Friday.
“I have stated in the report that assets owned by Afzal Siddiqui (son of Naseemuddin) and Zamiruddin (brother) should also be probed,” the lokayukta added. 
The lokayukta is looking into a complaint filed by one Ashish Sagar Dixit in November 2011against Siddiqui, the then PWD and irrigation minister.
Dixit has alleged that Siddiqui had acquired wealth disproportionate to his known source of income and allotted patta (contracts) for mining to his favourites in Banda district.
During a priliminary probe, it was found by the lokayukta that while Siddiqui had stated that his annual income was R77.16 lakh in the returns filed with the income tax department, he had actually invested R1.3 crore in a property in Banda.
In the complaint, Dixit has alleged that Siddiqui invested 'ill-gotten money' in a firm AQ Frozen Food run by his son Afzal. Lokayukta said: "During probe I found that Afzal was running six companies, AQ Frozen Food, GT Infotech, QF Enterprises, AOB Agro Food Private Limited, AAA Awas Private Limited and AOB Export Private Limited. All the companies were registered in Kanpur and Delhi. I issued 8 summons to Afzal but he did not appear forcing me to ask the Income Tax Department to give the details of the returns filed by Afzal and the balance-sheet of his companies."
While scanning the income tax documents, it was found that in 2008-09, Afzal had stated that the total capital invested in AQ Frozen Food Company was Rs. 15.44 lakh. Within three years, the capital of the company increased to 1.41 crore whereas the turnover of the company slumped from Rs. 37.68 lakh to Rs.7.78 lakh. "How the capital of the company increased whereas its turnover reduced must be probed by the investigation agency," the lokayukta said.  It was also found that the company had drawn insecure loans of Rs. 2.23 crore. "The owner of a private company cannot get insecure loan from relative or director. Who gave the fund to the company is a matter of probe," said the lokayukta.

LUCKNOW: UP Lokayukta Justice (retd) N K Mehrotra on Friday recommended CBI and ED inquiry against leader of opposition and prominent BSP leader Naseemuddin Siddiqui after finding charges of disproportionate assets against him, his son and brother to be true. The Lokayukta has written to Chief Minister Akhilesh Yadav in this connection.
The fact-finding by Lokayukta also holds minister guilty of 'misusing' his office for issuing mining lease during his tenure in the former BSP government. The mining leases were handed over to benefit six companies of his son Afzal Siddiqui.
This is the second complaint in which the Lokayukta has recommended a CBI inquiry against Siddiqui to the SP government. In the first case in which similar charges of disproportionate assets were levelled in Barabanki and Lucknow, the government has yet not acted. This time, the complaint against the minister was filed by Ashish Sagar Dixit, a resident of Banda. The man had not only accused Siddiqui of holding disproportionate assets, but also illegally encroaching over the Nazul land in Banda and Amroha districts.
The Lokayukta probe found the charges to be true and recommended an inquiry by the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED) against the minister, his son and brother Zameerudding Siddiqui. The inquiry has also been recommended against the six companies of the minister's son, which have received financial gains by way of unauthorized mining leases. "The companies did no business as such but there was lot of transfer of shares which took place," said the Lokayukta.
Infact, Afzal Siddiqui has himself informed the Lokayukta that his income for three years, the time since he started filing returns, was Rs 56 lakh while his expenditure was more than Rs 1 crore. For one of the food processing companies in Amroha, they had acquired three plots only on the basis of affidavits, said the Lokayukta. The companies got lot of unsecured loans, which private companies can not get, and had lot of banking transactions.
The Lokayukta had recommended a CBI inquiry against the minister earlier also. The charges of almost similar nature were levelled by complainant Jagdish Narain Shukla against the minister. The recommendations were made to then chief minister Mayawati. While Mayawatihad acted on Lokayukta's recommendations against many of her ministers, in case of Siddiqui, she maintained a stoic silence.
But what is beyond understanding is that even the SP government has not acted on the recommendations. Though SP swept to power in March, closely after that Lokayukta had sent the recommendation to the government for a re-think, the government till date hasn't made up its mind on the recommendation. Will it act this time is a matter of speculation now.
It isn't that the government has not acted on the recommendations of the Lokayukta before. In case of Ayodhya Prasad Pal, sports minister in Mayawati government, who was found guilty of misusing his office and acquiring disproportionate assets, government ordered a vigilance probe on the recommendations of the Lokayukta in July. Why it did not react in the case of Siddiqui is, therefore, questionable.
Reacting to the recommendations of the Lokayukta, Siddiqui told reporters that the recommendation has come because BSP objected to the extension given to the Lokayukta.

Lucknow, Dec 13: In a further embarrassment for Chief Minister Mayawati, the Uttar Pradesh Lokayukta on Tuesday registered a case against senior Cabinet minister and BSP's Muslim face Naseemuddin Siddiqui.

"A case has been registered against minister Siddiqui on complaints of misuse of office and a notice has been issued asking him to reply by December 28," Lokayukta Justice N K Mehrotra told PTI. He said an inquiry had been initiated and the Chief Minister informed about it.

Justice Mehrotra said two separate complaints had been lodged against the minister -- one by Ashish Sagar Dixit and the other by Jagdish Narain Shukla -- alleging misuse of office by him. Siddiqui, who holds charge of several important departments including the PWD, the Excise and the Cane, is said to be a close confidant of Mayawati.

Rajesh Tripathi, Awadhpal Singh, Rangnath Mishra, Badshah Singh and Ratan Lal Ahirwar were stripped of ministerial posts after they were indicted by the Lokayukta.

Holding BSP general secretary and former minister Naseemuddin Siddiqui prima facie guilty of possessing assets disproportionate to his known sources of income and money laundering, UP Lokayukta N K Mehrotra on Friday recommended an inquiry by the CBI and Enforcement Directorate into his assets.
In a report to Chief Minister Akhilesh Yadav, the Lokayukta also held Siddiqui guilty of influencing the allotment of mining contracts in his native district Banda and helping his relatives grab the land of the municipality, causing revenue loss to the exchequer.
Siddiqui, who was the most important minister in the Mayawati government, held several departments including PWD and Excise. He is currently leader of opposition in the Legislative Council.
In his 10-month-long inquiry, Mehrotra found that Siddiqui had influenced the allotment of sand and red gravel’s mining contracts in an irregular manner in Banda. One Chahat Hussain was given the contract of 4 acres land in 2008 for 10 years, Faizan Ahmed was given the contract of 3.75 acres in 2008 for 10 years. Baldev Prasad, who is BSP district president, was given the contract of 10 acres in 2009 for three years. Wasif Zaman Khan was given the contract of 119 acres in 2009 and of 90 acres in 2010 for three years.
Mehrotra said the advertisements for the mining contracts were published in unknown newspapers. Among all the applicants, only these persons were declared to have fulfilled all the formalities by the mining officer and other applications were rejected. Mandatory clearance from the Union Ministry of Environment and Forests was also not taken for any of these mining contracts, Mehrotra said.
The inquiry also found that several relatives of Siddiqui, including his brother Zamiruddin and nephew Zubairuddin, had occupied nazul land of Banda municipality.
The Lokayukta found that Zamiruddin held 41.8 sq metre nazul land and built a school on the nazul land. The Lokayukta recommended that these people be evicted from the nazul land.
Mehrotra said he found that Siddiqui’s son Afzal and brother Zamiruddin had bought benami properties at several places in the state, including Amroha, Banda and Lucknow. He said there are as many as five companies registered in the name of Afzal named GT Infotech, QF Enterprises, Agro Food Pvt Ltd, AOV Export Ltd and AQ Frozen Meat Factory. These companies received unsecured loans of Rs 2.23 crore, which is prohibited under law. Though these companies are registered in Kanpur and Delhi, nothing could be known about the dealings and whereabouts of these companies.
Mehrotra found that while the income of the proprietor of these companies increased from Rs 15.44 lakh in 2008-09 to Rs 1.41 crore in 2010-11, but the total business turnover of these companies came down from Rs 37.68 lakh to Rs 7.78 lakh in the same period.
The Lokayukta said these companies were used for money laundering by the former minister and their dealings should be investigated by the CBI or ED.
In his report, the Lokayukta said that the income of Siddiqui, as per the income tax returns filed by him in four financial years between 2007-08 and 2010-11, was Rs 77.16 lakh but his expenditure for the same period was Rs 1.03 crore. There should be a criminal inquiry into the source of money for this expenditure, Mehrotra said.
The complaint against Siddiqui had been filed by Ashish Sagar, an RTI activist from Banda, in November last year.
